Paul Kagame came to power in the aftermath of the 1994 genocide, first as vice president and, from 2000, as president, and has overseen Rwanda's reconstruction. Over two decades the country has recorded some of the continent's most sustained growth, built a public administration known for its firm stance against corruption, and elected a parliament with one of the highest shares of women in the world. Kigali has become a hub for conferences, innovation and technology, drawing investors and international institutions. A former chair of the African Union, he led the organization's institutional reform and remains an influential voice on the continent's development.
Rwanda's turnaround within a generation, measurable in development indicators, has made it a reference studied well beyond Africa.
